富弼,字彦国,河南人。初,母韩有娠,梦旌旗鹤雁降其庭,云有天赦,已而生弼。少笃学,有大度,范仲淹见而奇之,曰:“王佐才也。”以其文示王曾、晏殊,殊妻以女。仁宗复制科,仲淹谓弼:“子当以是进。”举茂材异等,授将作监丞、签书河阳判官。通判绛州,迁直集贤院。康定元年,日食正旦,弼请罢宴彻乐,就馆赐北使酒食。执政不可,弼曰:“万一契丹行之,为朝廷羞。”后闻契丹果罢宴,帝深悔之。

时禁臣僚越职言事,弼因论日食,极言应天变莫若通下情,遂除其禁。庆历二年,为知制诰,纠察在京刑狱。会契丹屯兵境上,遣其臣萧英、刘六符来求关南地。朝廷择报聘者,皆以其情叵测,莫敢行,夷简①因是荐弼。欧阳修引颜真卿使李希烈事,请留之,不报。弼即入对,叩头曰:“主忧臣辱,臣不敢爱其死。”帝为动色,先以为接伴。英等入境,中使迎劳之,英托疾不拜。弼曰:“昔使北,病卧车中,闻命辄起。今中使至而君不拜,何也?”英矍然起拜。
